My mom used to get these cookies from small local bakeries in new york city. They're shell shaped cookies with a red filling and covered in powdered sugar. I'm pretty sure they're not linzer cookies.

Linzers are basically 2 cookies in a layer... the top one has a little cut-out section to reveal the raspberry filing underneath. They are crispy, not chewy. Usually circles or hearts in shape, though could be any shape, really.

If they were more cake-like, maybe they were Madelines, an eggy cookie w/ cake-like texture, that could have had a bit of red fruit jam put in before baking. Madelines are traditionally shell shaped.
