Take a hunter safty course or gun class first, Most states offer anyone of 18 years or older to buy a rifle no permit and 21 years to buy a pistol with permit except my home state of north dakota I could buy a pistol and take it home same day no permit. All states are different in some way. As for price it'll vary who knows what it'll cost by the time you're of age if its a few years or not the government could really screw it over for you by then never can tell. As for safe in the home it'll come with a gun lock if you purchase it new from a retailer if not than get a gun lock or gun cabinet for it if you don't think it'll be safe. Guns arn't safe i've been shooting them for 20 years now since I was 5 and from what and the way you asked this question you better do some research and use your head. Don't be anther statistic to ruin it for us good gun owners, take a class you're aloud to in most states by the age of 12 or older.

I would suggest you buy a .22 rifle for your first gun, especially if you just want it for target practice. M4 Rifles are well over $1000, you have to be 21 years old to buy one, and you should learn how to use a rifle before you buy one. Someone else mentioned a hunter's safety course, which is a very good idea. Bottom line though is your first gun should be a .22 rifle. They are a lot cheaper than an M4 by far, ammo is very cheap too, and they make a wide variety of .22 rifles. The Ruger 10/22 semi-automatic and the Marlin 25 bolt action are both good choices for starting out. Oh yeah, almost forgot, you only have to be 18 to buy a .22 rifle, too.
