We have permanant custody of my husband's 2 nephews. Their mother still gets visits 4 times a month. Two of the visits are overnight visits. She lets them play video games and watch movies that are inappropriate for their ages (7 and 9). It's hard to raise kids one way when another party is influencing them another way. Do we have the right to tell her that they can't watch these movies and play these games?

Yes. Because you have custody, they are YOUR children. Although they are not biological they are still YOURS. And because they are yours you have all the rights of a biological parent. including disciplining them or restricting what they are allowed to do, even if the biological mother okay's it.
