This guy at my job stares at me everyday, but he doesn't say anything. I look back at him but I don't speak either. I don't know if he will approach me one day or not, but I try not to look at him because I am shy.

Would you like him to approach You is the 1st question. Say,
something , wave , whats up? The guy maybe shy also, but finds something appealing about you. Or the alternative, a little creepy. Is the guy this way with everyone, investigate.

Geesh. SOunds like a stalker. OR like he is married or like he is just plain shy too.
whatever it is if he makes you move then go aproach him tell him whats up. otherwise you will never know.
Or just focus on work and save the little soap opera for later. You are at work to work not play.

may be he knows that you are shy and he is trying to use this with you , try to get directly to the point , encourage your self , try to overcome your shyness and ask him why he keeps looking at you and you will get the result and stop your confusion ,

well if he keeps on looking then go up to him on your break and try to make him laugh. After the laugh usually that's when guy tend to make sure you notice that they like you.

it looks to me he is shy also. i know how you feel lol.., when me and my husband met.all we did was share at eachother. but reality comes.. and you have to say something no matter how stupid it is.. it will break the ice. talk to him talk about something simple and work your way through it.
