with my opinion I would go with a brighter color like yellow. there are many colors of yellow to choose from. just stay away from red. omg I saw a red kitchen. i don't think i would go with white or off white. if you choose a pastle make it one that will pop. stand out. You can paint the cabinets but if they are in good condition I don't know that I would.

An important tip to remember is that cool colors like blues, greens and purples push the walls out. Warm colors bring the walls in. If the cabinets are in good shape, I would leave them alone. If not, prime and paint them a shade of the wall color you choose. For example, if you decide to paint the walls a green, paint the cabinets a darker glossy green. This may sound odd, but you have to picture the room as a whole. You may end up choosing a color for the cabinets that you don't like at all by itself, but as a whole room it will look fantasatic! It is important to allow the eye to move continuously throuhout a small room. If you have lots of colors in starking contrast, the eye will get confused and stop at each one which will in turn make the room feel smaller.
Replace cabinet hardware to add interest. You can find more ideas and help with color here.

Pick a pastel color. Let's just say you pick yellow (which is good color for a kitchen), go a very very light shade of yellow. Paint the boxes on your cabinets white to blend with your appliances and paint the doors yellow but a shade or two darker then the walls, pick the darker color off of the same strip as the wall color.

White is the best color to make your kitchen look larger. You didn't say if the cabinets were natural wood or had already been painted. If they are natural wood I wouldn't paint them. I would get some cabinet cleaner and polish so they would be shiny and contrast with the white paint.

Light color is great, white or off-white, YES, I would paint the cabinets too (great idea!). I just did this in my new kitchen until I can afford a remodel. The difference was better than I could imagine. I redid the hardware with a black hammered spray paint finish, it looks great and after three years has proven very durable.
here is a link to the spray paint for the hardware.

I had a red and black kitchen but i needed a change as its small so I bought a color called lemon fizz. Looked nice on the tin but when i pained my kitchen it looked awful like a custard or crayon yellow. So I painted over it with a dulux apple green its called but it dont look apple green color its more of a tinge green, minty color, its really light and perfect. light pink is goes nice with it so i bought pink cupcake canvases to go on the walls and mirrored pic frames and pink tea and coffee stuff. It looks so big now and so fresh and clean and inviting

any light color that will go with your cabinets will look nice and give the illusion of an open space. i just painted my small entryway ralph lauren's nigerian peony (a buttercream yellow) and relpaced the light bulb with a brighter one and it is 10x brighter and looks less claustrophobic!
you can paint the cabinets if you want. i think white would look nice with your appliances. just be aware that it is a BIG job and sandpaper will become your new best friend. also, you'll have to use rollers, foam brushes or a sprayer to get it to look nice. be sure to number all of your doors so they don't get mixed up, and don't paint the hinges.

Don't paint the cupboards!!! Unless the wood is old and they no longer look good, keeping the wood is the better idea. Soft yellow is used in most kitchens because it makes the room look bigger and brighter.

White or offwhite or a pastel for the walls to make it look bigger. Any color will make it smaller. Stain and varnish the cabinets with one of the lighter stains like Oak for a contrast to the walls.
