Have you tired The Firm workout dvds?? It's what I use cause they contain both cardio and strength training. I don't know about you but I don't always have time to do a cardio dvd and then strength train on top of that I usually only get an hour to work out. (who am I kidding I'm mom to two boys under five I'm lucky if I get 45 minutes) Anyway.. some of their videos EMPHASIZE Cardio ie cardio scuplt others EMPHASIZE the strength training ie Body sculpt but they ALL contain BOTH. You can find them on ebay and half.com and if you get them on VHS they are cheap and you have more titles to choose from as some of their old ones aren't on dvd. They kept me in shape from 15 to 20 and have gotten me back in shape after 2 pregnancies. I'm now 25 and still use them every other day!!! My sisters 19 and 21 use them as does my Mom.
Some good titles are
Body Sculpting Basics with master intructor Susan Harris
Body Sculpt with Master Instructor Jennifer Carman (my favorite)
Total Sculpt with Can't remember her name
Super Body Sculpt with Stephanie Carley
There are tons more these are some I've personally used and recommend for what you are asking

Strength training requires LOW reps and HIGH sets. for example. 5 sets of 4-6 reps of heavy weight.

To get stronger high reps with less weight does the trick. It depends what weight dumbells you have. For triceps i would do five sets of 15 reps(2 handed behind the neck extensions) For biceps find a chair and do five sets of alternating arm curls(This isolates each arm.)

Give it a shot.
