does anyone know how to put desings on pictures but mainly how to change a background of a pic such as doing the background blurry or abstract while the person or object in front doesnt change only the background. can you do it without photoshop or do you have to buy it? HELP

First you need to get some sort of photo editing software. I would suggest Adobe Photoshop CS2. I us it all the time and it's amazing!

Select around the area you want to keep using the polygonal lasso, right click on the picture and choose "select inverse" then select the arrow tool and press delete. The back round will be gone.

Next open a picture or design that you want as your backround and drag your origianl into it (make sure your using jpg format).

This is a very crude way of doing it. But once you've worked with the software for a bit you'll notice that it gets easier.

yeah i also recommend adobe photoshop cs2 :)
