Dogs have a highly sensitive sense of smell and each odor tells them a story. They sniff each other to find out what the other has been up to, food etc..
When a dog rolls over and exposes his privates to be smelled he is being submissive and allowing the other dog to check him out shows that he is not a danger.

Dogs strongest sense is their smell. Smelling is away of checking the other dog out and saying "hello" ...if you notice dogs will sniff other humans behinds when someone is standing....thats why...they are saying "hello"

It is like when humans shake hands...it is a greeting of sorts. They want to find out what sex the other is, where they've been...etc.
