If the wings are clipped to the bone the bird will bleed to death rather quickly. TAKE IT TO AN EMERGENCY VET AND SEEK PROFESSIONAL TREATMENT!!! SEEK LEGAL ACTION FOR ANIMAL ABUSE!

If it is not bleeding, then they are not clipped to the bone and should grow back in 3-6 months.

Clipping wings is not difficult, they shouldn't be allowed near another animal ever again.

As long as JUSt the feathers were clipped, it will grow back, but if the bone was actually cut, then it might not grow back.
We clipped our cockatils feathers to keep them from flying off(only clip them to a certain point) and we usually had to to this about once a month due to them growing back.

Cockatiels flight feathers are often clipped. They grow back next season.
