Well, your computer already has "Windows Movie Maker". I recommend using it.

Depends on what you mean a 'simple text based video clip' is it a video that contains text like titles? or it could be an animated gif if you want it to be a quicktime movie you could use Flash or director
if you have a Video editing software you could create the text in a graphics package like paint place them in your video timeline for how ever long you wanted them to appear and use transitions to change the words

Pretty much any video editing package, such as Adobe Premiere, Windoze Movie Maker, etc. will do it for you.
How you actually do it depends on which software package you decide to use...
