Israelis traditionally carry their handguns unchambered - I won't get into why, because I disagree strongly with them.

An "Israeli Draw" is simply drawing the firearm, chambering a round, and presenting it in one motion. It works fine if you have two hands available. Otherwise all you're carrying is a short, expensive club.
