How do I know if this guy really likes me? Is it ok to just flirt with him that it just flirt nothing serious?

He does some serious flirting and I have seen him not flirt with another women but look down her blouse while she was not looking, and then I seen him flirt with other women. I know I cannot get serious about him but is it ok to just flirt. Really I truly like some one else, and I think he has a girlfriend.

Heck yea! Flirting is great! (As long as you don't hurt someone else in the process.)
