the only clear way of doing it --is by applying for an abandon vehicle title. Depends on the state when it comes to Mechanics liens--- most states will not allow you to sell it for more than what you have in it--and you don't have a signed repair order from the listed owner.

You can claim the car as abandoned. Then fill out the paper work and let the DMV do their thing. Or, you can file a mechanic's lien. As far as I know, you do not have to be a professional. I have done work for neighbor's and could have placed a lien on any car I worked on if I was not paid. SO go for it!

in most states you can get a title bond for 50 bucks to get a car registered. You need a avadavit signed by 2 people that know she paid for the car . only if the car costs less than 3500. You can get it from an insurance company. call around,,I got mine in mississippi and the people at the dmv are the ones that told me about it. After you get the title bond it takes about 8 weeks to get the title but you can register it and get plates

if the car is 15 yrs old or older, there's no title needed. if it's not you're going to have to apply for a lost title through the dmv

you need to find out whose name the title is in, then go to your local cout house and file an affidavit, and when you fill this out make sure you put the persons mane on the affidavit so they can send it to this person and if you want to go as far as court they will walk you through the process
