I would use something bigger than a cotton wool bud for the job. Use a kitchen wipe or something. There are many brands of liquid that will kill bacteria.

This depends do you have children or pets if you dont then yes thats fine depending on the size of the surface but if you infact do have pets and children then i suggest lysol spray

alcohol generally doesn't kill bacteria, it simply makes them slippery enough to wash or wipe away. If killing bacteria is your goal, use bleach in a solution with water.
