if pressed steel you can use enamel paint.
if it is a resin base the it can be polished clean- use progressively finer abrasives.

What exactly do you mean??? You can paint over tile if you use TSP to wash it first and then use an oil-based primer and an oil-based paint. But if you're talking about painting a pvc shower floor, you may as well just forget it, since not much will stick to plastic pvc.... sorry for the bad news.... If you're looking to make the shower base look clean again, scrub it down with liquid TSP... this usually takes off all goo and such.
