"To determine the height of your chair rail, measure the height of the ceiling and divide it by three. The general rule is that the chair rail should be about 1/3 of the way up from the floor (between 32" and 36" for an 8' ceiling). You can also slide a chair up to the wall and mark where it will hit on the wall."

The height from the floor is not as critical as how it will align with window casings. Anywhere from 36 to 40 inches is normal but if that will make a difficult cut where the window sill (stool) is you may want to move it up or down to make an easier union between the end of the chair rail and the casing.

It depends on the width but the center of it should be about 32 inches from the floor.

Measure your chair, this is the height you want to guard against.
