This is a situation I haven't faced before.

My upstairs neighbors recently got a new puppy. As annoying as it is that this dog barks the entire time they are not home, they are also leaving the puppy unattended from anywhere from ten to thirty minutes on the balcony.

I have never seen them walk this dog, so I am assuming that they are just putting it out on the balcony to do it's business, which I find totally disgusting.

My question is how to tactfully deal with this? Should I call animal control or the police? Or do you think the apartment office would handle this?

I would speak with the apartment manager.

I would continue to observe them for a few more days - just to be sure they do not walk the puppy. Then I would contact the apartment office about this matter. If things don't work out there, I might would consider talking with animal control, but that might be too drastic for said situation.

The apartment could handle the noise complaint and the unsanitary condition complaint. Animal control would help with the noise issue. Is the puppy just annoying you or is he/she also unsafe being left out there on the balcony? Animal Control should also respond if the pet is in danger.

Is it possible that the puppy may fall thru the grating or over the rail? Have the owners taken steps to protect him?

Does he have food and water out there? Shelter from the sun? Does he get stuck out there without shelter from the wind and cold?

If he is in danger, the ASPCA should be called.

Call the apartment office first. Failing that, perhaps the animal control.

You should probably tell the apartment complex first; if things don't get better then you should call animal control about the situation.

for intruduction(its only polite) i am Katie I am trying to be etleast a top contriputer to etiquite

first i do belevie the you should call your local animal control. They would most likely call it inapprorite. 2 call your neighbor ask them if they could maybe take inside when they leave.

I myself think its is, DISGUSTING and i do know if it is doin its bizness up there it is animal abuse.
