Of course it is. It's addictive and unhealthy. Just "softer" than illegal drugs.

And, just like every drug in this world, can be beneficious when used properly.

Yes, it is. It is a CNS depressant. There is also the possibility of addiction, and there are unpleasant side effects with over-indulgence. There are also withdrawal systems if an addicted person tries to quit. Any one of these criteria alone qualifies it as a drug.
