tell someone tell your mom or dad....or grandma.....anyone. Thats terrible....Talk to him tell him it's not good to torture animals and if you see him doing it stop him. The best way to make him stop tho is to tell him that those animals probably have a family and he's killing them and that makes there family sad. Tell him to imagine how it would be like for all his family to be tortured and killed

I would be more concerned that he will grow into a serial killer. Most murderers start their craft by torturing and killing animals. Let someone know so the child does not fall between the cracks and everyone close to him says "we always knew there was something wrong." There is a problem; go address it.

Hi! I'd do the same thing I would do if I found him lying in an alley licking razor-blades--I'd get help for him, forcibly if necessary. Bad forebodings, the acts of an animal-tortuter. If he never forgives you, it's a small price to pay to see him released from the obvious suffering he must be in--after all, he must have a good picture of what this takes to do and how far into misery one must be to do such things. Every state has laws that apply to this situation. Good luck (to you and society).

Smack him on the side of his head and tell him you won't stop unless he stops torturing animals.
On the serious note, tell your parents about his behavior. If they don't do anything about it, talk to his guidance counselor at school. It would also probably help if you tell him that it is against the law and it called animal cruelty. Scare him by saying they will take him away and lock him up in a lion's cage.
