Windows does not natively allow two OS'es to run simultaneously. To do that you'll have to look at some other options.

One option is VMWare workstation. This costs a bit of money but allows you to run multiple virtual machines on one host machine at the same time. I use the Server version at work to host several Windows servers on one physical computer, and I also use the workstation version to host various flavors of Linux on my Windows 2000 workstation.

Another option is to use Qemu ( a 3rd part tool ) to boot a Linux distribution while running in Windows. There's a good tutorial for that here, http://www.pendrivelinux.com/2007/03/09/use-qemu-to-boot-linux-from-windows/ which starts with a description of, "The following tutorial explains how to use Qemu to boot Linux from a portable USB flash device while still working within Windows. This Enables the user to have both systems running at the same time eliminating the need to restart the PC and set your BIOS options to boot Linux."
