Does anyone know of any way to dilute co2 by changing substance or altering the amount of C or O in the compound?

CO2 is a very stable molecule. It is usally the result of a reaction between unstable molecules yielding CO2 and H20 and energy. Reversing the process takes energy. Photosynthesis breaks CO2 using sunlight as its energy source.

You are confusing concepts. A gas is not really diluted, but mixed. If you want to "reduce the amount of C or O:, you are really talking about a chemical reaction which would release the C and the O. Such a reaction is called "reduction", and is very difficult in the case of CO2.

You can react CO2 with carbon to form CO. Of course then you will have to find some place to put the carbon monoxide.
