I bought something from BestBuy in LA (where tax is 8.250%) and returned it in Vacaville (where tax is 7.375%). They technically did not give me a FULL refund as noted in their return policy because they gave me a refund for COST OF PRODUCT + VACAVILLE TAX BRACKET, not COST OF PRODUCT + LA TAX BRACKET. They skimmed me on tax. It's only a relatively small amount of money, but is this legal?

Think about it this way - when you bought it, the company was liable for paying to the state the 8.25. Then when you returned it, they only get "credit" for 7.375. That said, it's poor customer service and the likely scenario is that the drone on the cash register didn't know how to change the tax rate for your refund.

It's not illegal. Most places charge a restocking fee anyway.
