see hes my dads friends son and i only see him once every couple months we are not best friends but yet he does all this !

Also whenever we play a sport together he always lets me win and my dad knows the kid more than i do and he says that it suprises him tha he talks to me so much cuz normally he is super quite

This guy is really into you, I mean he tells you all his secrets and flirts, that's like the most known sign the he likes you, if you like him back then why not get together, seems like he has told you his secrets but except for one, the fact that he likes you, and don't be surprised if he tells you one of these days.

He is one of those guys that likes you but is not ready for others to know about it. So you should just play it cool and let him come to you. Be sure not to rush him.
