People who declare "truths" are doing so because they wish to suppress any sort of dispute. By declaring something a "truth" they effectively tell you "don't ask why, don't discuss this, no questions allowed, shut up".
Statements with the word "truth" in it are suspicious from the start. And when "truth" is written in all capitals, you can assume that the author of this statement is an idiot.
(Oops, Catherine, you're of course exempt from this ... Meta-statements about "truth" are not included :)

Truth is exclusive by definition. Two things cannot be true at the same time.
For example: You and a car cannot both occupy the same place and time when going down a street. Either you cross the street or the car crosses the street, but not both you and the car. If you both do at the same time it leaves a big mess.
The other part of you question deals with how do we know truth. This could take more time than I have to type here, but let me send you to a link where the very question you ask is answered. Go to rzim.org and then go to the radio archives. Look for some archived radio programs dealing with truth. Ravi Zacharias will provide some answers to the question you are asking.

This is a great question! I beleive that there is not a person alive today that can say they know something is true with 100% certainty because:
- They weren't around when the universe began to say that they saw it from the beginning.
- They have no basis of truth because they don't know for sure that what is true today will be true tommorow (i.e. how do we know the sun will come out tommorow?)
We all beleive certain things by faith because no one has any proof for anything. How can we? What do we base it on?
As a Christian, I beleive by faith that God is the creator of everything, and that He gave us His Word (the Bible) so that we CAN have a standard of truth that we can measure everything by. I also beleive by faith that Jesus Christ is God and that He died and rose again for my sins, and that if I ask Him to forgive my sins He will, and that I will spend eternity in Heaven with Him.
Praise God for His Word or we would have no standard of truth!

Well ,what makes you think ,they are not telling you the truth. If a person ,says i know, then they know. And if they believe it to be true. It becomes true to them. So therefor, yes they are being truthful.

We hear "Isn't it OBVIOUS that there's a God?" all the time on here. I'm sorry, but it's a terrible argument.
Truth and belief are not the same. Someone who says "I just KNOW..." doesn't KNOW. They BELIEVE. They can believe until they are blue in the face, and it still doesn't make it TRUTH.

To answer your question: Yes, but there are varying degrees of truth for different people. It may not be logical to you, but to a person like this, belief institutes logic, therefore making a statement "true" when it would normally be considered to be false or unproven.

Truth is variable. Nowadays truth is what most people agree on whether or not it is actually true is irrelevant. Some people say I just know because they can't be bothered to back it up with research.

That drives me nuts. I'm blaming our 'progressive' public education system for telling kids that their opinion counts - even when they are wrong. Which has lead people to think that EVERYTHING is a matter of opinion, and their uneducated thoughts carry as much weight as those from someone who has studied the matter in detail.
Some things are just a matter of evidence. Science in particular - your opinion doesn't count if it's contridicted by evidence.
