Where can I find a program like PacketCluster or IMC?

I'm currently building a replica Mass State Police Patrol car, and I'm looking for a program to run on the MDT like packetcluster or IMC... It does not have to be functional, but something with a box to run tag and license status. Even if it is a static screen.

I'm not looking for the HAM radio version of packetcluster... the law enforcement version.
