How many championship provisionals can a driver use each year in Nextel? Do you get a set of new ones the following season(s)?

It was reduced to 6 after the DW's last year. Yes, you get a new set each season.

The Champ can used the provisional up to 6 times per season.

They had to cut the Champions' Provisional back because ol' DW used like 25 of them his last year as owner/driver. I think Terry used the other 11. DW actually got in on speed several times when he subbed in the 1 car...
