No, laminate flooring may not be refinished in anyway. It is not a real wood product. Laminate is constructed of layers. A wear layer surface, decorative sheet, fiberboard core and balancing layer backing. If you where to sand back the finish you would be left with a decorative sheet that cannot be stained. Engineered hardwood may be screened and re-coated but not a laminate.

Probably not, if it is a laminate the top layer is protected with a finish and if you try to sand it off to apply the stain you will run the risk of sanding through the laminate layer.
