Can I schedule them to run while I'm at work and the computer is logged off and power off?

Yes,
The computer must be on for those programs to run. there is a battery called the CMOS battery that stores information for your computer to run. It is actually on the hardware level though. The programs you are using do not initialize until after the computer boots and loads the operating system. the reason that the programs launch automatically is because there is a start up file that runs during the boot sequence. These programs written to this file when you install them. You can look at it by clicking start and choosing run. Then type in msconfig. Don't change anything that you don't know what is.

You can maybe get it to work when you are 'logged off' somethings I come back to my PC and my anti-virus will be scanning and I was not logged-in
