Never heard of second oil. If you mean the kind of oil you use for cooking, surely you won't want to have it? How do you know what it has been used for the first time, & how long has it been since it became 2nd hand?

I would imagine a restaurant might give you their oil, since they have to pay to discard it. No harm in calling one to ask. Most restaurants re use their oil until its pretty disgusting though, so it might be pretty smelly
