Does it possible to stop or slow the household electric power meter by earthing wire, after the meter?

Quit using electricity, that will do it.

The use of magnets to influence a watt hour meter is illegal by federal law. Violators are subject to severe criminal penalties, some now even more stringent with terrorist application. However, the meter itself has an adjustment internally that regulates movement of the motor that measures the power consumed. It is adjustable to approximately 10% faster and 10% slower than relative 0. This allows the utility to adjust the meter to accurately read the power consumption. Seals are used on the meter base to prevent unauthorized access to the either the meter or supply cables. The Courts have leaned toward the utility's accusations when it finds broken seals.

I ain't suppose to tell you this, but use a magnet. That will stop the watt meter.
That is why they are going to electronic meters to prevent that.

No, you can blow out all your appliances in the home. Just turn everything off in the house. You cannot steal power from the electric company; lots of people try and they do more harm to themselves and their home than they can every save on power bills.
