Yesterday my 4 year old son had 2 small red spots on his face. they looked dry, so i put vitiman E to moisten the spots. Today he has 6 spots on his face, and one on each arm. They are small red spots that have a very tiny puss head. He has the chicken pox vaccine over a year ago. He does have a cold with slight nasal congestion. No fever, no other complaints. Any advice?

He probably has chicken pox The vaccine does not prevent all cases but does make a case fairly mild and this is chicken pox season. Try and prevent him from scratching as that can cause infection or scarring

Sounds like ring worm...also have him checked out for Scarlet Fever, it is very treatable with anti-biotics but if it goes untreated it will eventually led to death.
