Sunday morning doesn't seem to be high volume time for answers. I'll throw a little information your way.
If the air and wind are warm, the beach activity, for Spring, will be somewhere between light and moderate. Summer is a whole different story!
No matter what, California beaches are fairly light during the week and, as expected, heavy on Saturday and Sunday.
Under 21? Which colleges, nearby, aren't on Spring Break, yet? Go to those and find out where some parties are on, or near, campus. Be very, very careful! Smart and careful will be a lifesaver, literally, when it comes to finding parties to attend.
Post this question a couple of times today and tomorrow and you should get some decent help on clubbing and activities for under 21's.
Mexico, 3 to 4 hours south, (do you have passports?) might be an option for clubbing. Email me for some safety tips, if you want to try that route.

There are lots of things to do, as noted in the previous answer. In terms of clubs -- a pretty good under-21 club is on (I think) Hollywood Blvd. and Sycamore, and it's called Club Bang. It's only on Saturday nights though; the rest of the week it's something else. I used to go there all the time and it's really a good Hollywood-experience type place. It also has lots of types of music in different rooms.

Personally, I think you should go to Florida instead. It wil be cheaper, warmer, and more fun for spring break.
