For particular cities, you can use the USPS site:
http://zip4.usps.com/zip4/citytown.jsp
You type in the city/state, and it will show all the zip codes, including those for Post Office Boxes and specialty zips for companies, goverment offices, etc.

As for how to find all the zips in an entire county, like Orange County, use this link for Melissa Data:

There are numerous zip codes for these areas. To determine a specific zip code input an address at the US Postal zip code lookup website: http://zip4.usps.com/zip4/welcome.jsp

For the nitwit below: type in www.usps.gov and watch it change in the url blank to usps.com--the postal service changed their url about a year ago--guess they wanted to make it easier for their users.

The correct site to look up all US zip codes is www.usps.gov
NOT .com -- don't open that.
