No, they are free to accept whoever they want.

NO. A private university is under no obligation to do anything except not discriminate. they may want to try to balance their student populationa nd have a variety of people from different locals, but if they want to have 20 students from NY and there are only 3 students that they feel are qualified from iowa, then there will be more students from NY.
