The primary effect on heart rate in relation to water consumption is related to dehydration...or inadequate water intake. If you are dehydrated, your heart rate will increase...whether or not you exercise.

If dehydrated, your volume of blood has decreased, therefore, in order to maintain enough blood pressure to keep blood circulating to the brain, your heart will beat faster to compensate for the lack of pressure.

Water is necessary for the cells to maintain normal functioning, yet too much water can result in fluid overload causing cells to take in too much water and burst.

One should drink water before, during and after exersice, but not to the point of nausea or excessive urination.

If you're dehydrated it does, because when you're dehydrated your blood becomes viscous, resistance increases, and the flow declines.
