To my knowledge, "pilaf" simply means that the rice (and possibly other ingredients) is fried or browned in butter or oil before it's cooked.
I think it's one of those terms with a very loose definition.

I am from Romania and in Romanian "pilaf" is the most common meal made with rice. It's usually made with rice, vegetables and chicken meat. It tastes a bit like chicken soup.

pilaf is a verb.It is a method of cooking rice(it also works w/ orzo) by first gently sauteeing it and other items so that the rice
gets a light coating of oil and then the cooking liquid is added. The end result is seperate rice grains in the dish.

All pilaf is. Say you put cooked rice in a cup turned it upside down and took the cup away. The stack left is called a pilaf
