hard to do, you NEVER know who is at the other end of the computer - just watch Dateline NBC "to catch a predator".
I have known some people to meet good friends from the internet, but also some who have found that they were lied to BIG TIME, so I personally would look elsewhere...
but if you must, try joining a group, like if you like dogs, join a group of dog lovers on myspace, for example. That's how you find things in common with people, who aren't just interested in sex.

Talk to people your age. However, seeing that people on the internet are basically strangers, that's a bit hard to do. There are good people in the world, and equally good people on the world-wide web, but the risks are tremndous. Try finding sincere friends in your school or neighborhood.

Just go to sites where you're interested in.

I might sound like a geek here, but I go to Runescape, which is like a medieval adventure game. I only went because some of my friends do, but when I was addicted, I found friends to talk to about the game, and it later turned to be conservations about life.

Visit sites or join groups that are based on interests you have or hobbies...visit social sites, not dating sites...there will always be those who will approach you sexually, that's just part of life, but if you stay away from sites where that is prevalent then it'll be less of an issue for you.
