Tracfone is good. Both of my children have a Tracfone for emergencies and when they need a ride home from a game at school. You buy a phone that is fully yours, prepaid card with minutes and so many days of service. You can even send text messages by using your minutes. The coverage area is pretty much nation wide and you get a local cell phone number. Go to http://www.tracfone.com for more info.

May I also suggest NET10. Net 10 is basically the same service and works the same with the same coverage area. It was created by TracFone and the best thing is that the minutes are cheaper. Only 10 cents per minute. So 300 minutes and 60 days of service is only $30. Right now you will get your first 300 minutes and 60 days of service free when you buy a phone from Net10. This is what I have. The text messages are only 5 cents per message or 1/2 a minute.

From either service you are always in control and never a surprise bill at the end of each month.

Tracfone is a prepaid service. Instead of getting the card (from a store) get it online. Like you said, you never know how many minutes you get with the card. If you order the minutes online, you can set up your phone right away and you get discounts.

The only bad thing about Tracfone is the fact that they don't have any "in network" calling like Verizon and Nextel do.
