Try looking at what the tobacco taxes are used for. I was aware of this years ago when the then-governor Casey of PA declared that an extra seven cents a pack could pay for health care for poor children back in the 70s. Then look at the big tobacco settlement that resulted in a windfall for the state governments and see how they squandered it. The real shocker is how everyone sets this tax income above the importance of health.
