Why would possession of a storybook be punishable by death, and would the year really matter that much?

If your goal is to increase it's value from present day, that's one way to go about it!
But if the word is inscribed in one's heart, how then will you prove, try, and execute this law correctly. And how will the measurement of this law be kept? According to what weight will this be measured by? To what integrety will the keepers be kept accountable to? By whom & how will the integrety be preserved? Who shall elect these?
I propose to you that If today's global social statutes prove how we are trying to be civilized with each other in making our world a civil place so that we can move on from our oun self-seeking benefits to graduate to an empowering-others way of though, then we need a strong foundational base to which we all can rest assured & know with all confidence that it's being adherred to because it is concrete, not subjective.
Presently, we do not have this. And we will not have 'one' b/c it is impossible. We might have 'two' to keep the semblance of balance. But since a true choice is three, i think we'll see a global regime of three points with the true sum's end being two stand points of those to the 'right' & those to the 'left'.
There! You have my oppinion as subjective as your question and i've enjoyed reading the diverse oppinionated responses.
Have you read the 'Bible'? And which one are you calling the 'Bible' that is/would be punishable by death?
...Is it physical or spiritual death that you're looking to inflict?

No man knows the hour or the day of the coming of CHRIST which will signal the end of the ages. So any claims of dates or times are false and not to be regarded. You can take away our Bibles because THE CHRIST of the Bible lives within each Christian and you cannot take HIM away. Therefore I say no to your punishment of death but should it come by this way I will gladly be a martyr for my LORD, and thank you for the opportunity to say so.

Many civilisations have tried that law before and a few still do. China is a case in point. Doesn't help anything except to make the Bible more desirable and precious.

I'm an atheist and a strong one at that. I agree that religion is a horrible thing but I wouldn't punish them by death.
An atheist government would be great, but not a communist one.

No, leave them alone
So many judgement dates have come and gone without consequence that these people need something to hope for.
Just let them re-interpret the signs and re-set the doomsday clock. while the rest of us enjoy real life.

It wouldnt change a thing. God would still be victorious. He tells us not to forsake him. Many Christians have died for their believes, only to rest in the Hands of the Lord. They crucified Jesus and it only brought VICTORY to God...
