Elected by the church. Or both: Have the church elect a few for the pastor to chose from...

Deacons should be selected and appointed depending on the rules or constitution of the particular church or denomination to which they belong.

All churches determine in their own way how shuch people are called, and that is part of the personality of the church. If you agree with it., great. If not, find another church.

In the Catholic Church, deacons are neither elected, or appointed. They are schooled and then ordained into service.
