I think you should wait at least 2 more weeks before bathing them and when you do you should also dry them because they get chilled very easily at this age. Right now they're a bit too young.
As for housetraining, at this age their still a bit too young to be trained with pads or to go outside. They're still babies with no control whatsoever. But when you do start the training process (in a couple of weeks), I've never seen the sense in teaching a puppy to use puppy pads unless you want a dog using your house as his bathroom for an entire life time! It's always easier to teach the puppy to go outside right from the beginning.

At four weeks old. To care for your puppies, they should be kept with mom a lot..things can get overwhelming at this age and mommy will add stability for them, each pup needs individual attention and offer food that is the consistency fo cooked oatmeal ..At this age you will notice. They will begin to bark, wag tails, bite, paw, bare teeth, growl and chase, use legs well and tired very easily. What i did was wipe my puppies off every day with puppy wipes. I never gave them a bath but I do tell the new owners to take the puppy to a groomerr to get them use to being groome
At 5 or 6 weeks I lay wee wee pads down all over the place. And I never let them outside until they have had their puppy shots. Don't rush things you should be keeping those puppies until they are 8 weeks old.
Let me add this.. I am talking about baby Shih Tuz's here it may be different with a larger size dogs. Golden is right in her answer too. Like I said the size of a dog makes a big difference.

I usually give then their 1st bath at 5 weeks old. By then they are nibbling on wet puppy food and they can get pretty messy! Oatmeal shampoo is great for the pups!
If your going to keep all the pups then sure you can start to house train them at about 6 weeks old but if your not then I would not do the puppy pad thing. Once they get to their new home if the new owners dont use the puppy pads the pups are going to be very confused. I used shredded cedar shavings for he pups and they smell good and they keep down the poop and urine smell too. I cleaned the puppy area out once daily and cleaned the floors down too.
It up to you and what ever is easiest for you to handle.

They sell shampoo specially formulated for puppies. It tellls you on the back how old they should be. I believe most of them suggest either 6 or 12 weeks. If they are really dirty you could use some Johnson and Johnson baby shampoo to wash them. It is non-irritating and is safe to use on them. That is what my vet suggested to use on my dog because he has sensitive skin. As far as potty training goes, I would recommend the puppy pads. You could start training them now if you wanted to. As for making it harder for the new owners to train - all they have to do is start the puppy on the pads and gradually move the pad closer to the door and eventually move the pad outside. The puppy will catch on to the fact that potty needs to take place outside. It is not really that big of a transition. Have fun with your new puppies and good luck.

You shouldn't bath them til they are at least 8 weeks old. They really shouldn't need bathing at this point.
Housetraining you can start getting them outside anytime, as long as it isn't too cold. Don't you have newspaper down in the puppy box?
It is counter productive to teach them to use training pads, and then to try to train them to go outside. If you can get them outside they are better off training outside right off the bat.

use pee-pee pads inside.
it's never too soon to start potty training them.
Wait until the pups are 6 weeks to bathe them.
their mamma does a good job keeping them clean.
it's their puppy breathe that probably smells.
try lambert kay spray (it's orange) it's a spray mist bath, that you just rub and towel off. lovely fresh scent.
if it's not warm enough to let them outside to potty train, it's definately not warm enough to bath and blow dry them.
what kind of dogs?
some breeders, and groomers would say 4 weeks, trim nails, get them used to the sound of the clippers and blow dryers.
it works both ways, can scare the heck outta them, or help.
depends on the dog.
if you do bathe them, do blow them dry.

best to be safe than sorry and not bathe them for 2 more weeks.

get some baby wipes to clean your puppy's off with... i think they make something like that for dogs too, but i wouldn't put them in water right now...it might be to much of a shock to there system... i used the baby wipes on my last litter of pups and it didn't hurt them at all...just made them smell better... as far as trying to house train them...i would say at least 7 weeks...there mother should still be keeping them clean after they potty... just give it time, and you can wash them with in the sink when they are about 7 weeks too. just don't get water in there ears or face.. good luck.

A dog should be trained on how to eat, walk with you, not to bark, potty training and sleep on its place etc. You can teach anything to your puppy, dogs get trained easily with some good instructions. If you want some good training tips visit https://tr.im/chP70
If properly trained, they should also understand whistle and gesture equivalents for all the relevant commands, e.g. short whistle or finger raised sit, long whistle or flat hand lay down, and so on.
It's important that they also get gestures and whistles as voice may not be sufficient over long distances and under certain circumstances.

at 4 and 1/2 to 5 weeks they are old enogh. The scream if you introduce them to fast to water. So be careful!!!
