I don't know what you are trying to say but I will do my best to decipher the words the best I can.
To make it easier on myself just follow this simple rule:
Don't let your dog urinate on any wall, wooden fence, or anything other than a tree, bush or fire hydrant. Have common courtesy to other peoples or businesses property. Urine leaves stains and odors. I hate it when I see people letting their dogs urinate on everything under the sun, its just disrespectful. And if people see you are making an honest effort not to let your dog urinate on their property, they will see you are a responsible dog owner.
What in the hell is "up a wall of a council rented garage" ?

NO - there are no bylaws specific to this problem - it would be totally impossible to enforce so dont worry ...if someones said this too you then its their way of saying DONT DO THAT....they cannot touch you or your dog...simply the reason its impossible to enforce is where does the council draw a line - cats peeing on grass? birds pooping on gardens? You cannot just make a law that specifies ONE animal and not the others that do the same dirty deeds :D ....dont worry about it :o)
