I keep budgies and use teflon occasionally with no ill effects.
The budgie is in my lifingroom, and there is no way to divide it from the diningroom and kitchen. so my cabary and budgie are about 15 feet from the kitchen.
Teflon (PTFE) does not outgas until it reaches 299 degrees celcius (about 600 degrees fahrenheit)
As long as you cook on medium heat no worries.

I highly recommend that you do not get a bird, because even if they are on different floors, your air system will spread the Teflon gases throughout the house and kill your bird. You don't want to risk it. If you can get rid of all your Teflon products and use something else, then it would be fine. Please don't get a bird if you'll be using Teflon!!!

I usually open a window or the door while i'm cooking and make sure the bird is in another room or outside at the time.
However, i'm banned from using teflon during the breeding season because the incubation room is right next door to the kitchen and it can effect eggs as well as live birds.

It's a dangerous idea, no matter where the bird is. Using Teflon improperly is deadly to birds. If you can't switch to non-Teflon products, don't get a bird. You don't want to risk it.

It is cheaper and cleaner if you just buy no teflon pans. And use a spray of oil so the things you are cooking don't stick to the pans.

the problem is that teflon releases toxic fumes when overheated . It is hazardous to everyone , the bird simply reacts worse because its so small.
More recent non-stick surfaces are more resistant to overheating.
Your bird should be fine , If you overheat a non-stick pan make sure your bird has plenty of fresh air.
