May be the shortcut got deleted.
Click on start > run
type mspaint
press ok
If paint program opens then you can create another shortcut on desktop by
right click on desktop
New > Shortcut
select C:\windows\system32\mspaint
If you can not open the file, or if it is really deleted then get Gimpshop

start Menu + Settings + Ctrl Panel+ Add/Remove programs
Select windows components Accessories, click on the folder. Paint should be checked it it is uncheck, aply the re check and apply again >Poof< done

Its probably just the icon/shortcut thats missing! It should be possible to check by typing the name of the program into the Run box (click Start - Run) but I don't know how to start Paint.
You can also get Paint.net which is,. like Paint, free.

You can get it from the Windows installation media. Insert your media to the CD drive, go to All programs, control panel, add and remove programs, add remove windows components.

You can get it back this way, click start, control panel, add/remove, add/remove window components (look to the right panel), click accessories and utilies, accessories scroll until you see paint, then check it, click okay.

Don't do it -
Microsoft is expensive and rubbish.
The best choice is Open Office - it is free and great - I use it.
You won't regret it. It is a better alternative to Microsoft.
