I met this guy like last month and we haven't hung out and i found out that he wants to hook up with me and i want to hook up him him and he called me last night but my phone was dead should i call him back?

yeah call him back, but as for the "hooking up" I'd wait to get to know him before doing anything intimate, unless the meaning on "hooking up" as changed.
