Absolutely!
If you take the time and patience to earn the birds tust; there is a very strong bond. So much that the bird will do tricks, eat out of your hand, and lots more.
If you want the bird to bond with you; get one bird instead of two because they will interact with each other and not so much with you.

Of course! All birds make a bond especially if raised at a young age because they believe they're you!...sorta. Just like a child you need to spend quality time with your bird. Feed him treats, teach him to whistle/talk(though many parakeets can't very well), and a variety of things. So just make sure you have enough time to spend with him or her. :D

Takes a lot of time and patience to get them to trust you, but once they do they make very strong bonds with their owners.

Yes they do and can become a treasured friend. It takes spending a lot of time earning their trust. After all they are very small compared to you and depend on you for almost everything they need to live. Always stay calm, gentle, talk to your bird in a soft tone and make him feel safe.

it depends on the way you treat it and how you act around it
E.G: if you yell around it,it will freak out but if you are calm and spend time with it the bird it will get comfortable around you.just keep on trying

i just got one yesterday and it just sits in its cage. the guy at the pet store told me that if you interact with it, it will trust you.
