While reading the Utorrent FAQ it lised several sites that I can use but I log on to those sites I see nothing that tells me how I'm supposed to upload my torrent to them. Forgive me if my question is worded the best. I'm still very new at using these torrent programs

In general, you don't need to upload a torrent. Torrent is basically a "pointer" file that tells people which tracker to look for the file segments. If you "create" a torrent (File / Create Torrent) you have to tell it which tracker to use, and which file(s) you're creating the torrent for, and then the torrent file is created at the tracker, and you keep uTorrent open for as long as you want to "seed" the file.

Some torrent INDEX sites may want you to upload the torrent file itself, but if you downloaded a torrent's contents, you would have a copy of the torrent itself too. Then it's just uploading any other file.

If that's NOT what you're asking, perhaps you need to ask a more detail question.
