price fixing happens by all per country, per region.

go shop for say a chevy impala....the price you see for it in say NY, compared to Florida comprared to Cali....you will see 3 seperate prices.

why? cause each country, state, zone has different needs on vehicles. some areas cars are more likely, others trucks, others SUVs, etc.
