Looking at statics and how they conduct distributing of Methadone I'd have to say Heroin.

They are both highly addictive however heroin users seem to have the higher number of enrollment into rehab clinics.

I wanna say coccaine because they say it is more of psychological addiction. When you quit heroin its more difficult physically.
